When you send a ladder challenge, and the person you challenged does not respond to it in time, you do get the points as if you won correct?

Correct.

Also, one more thing. SO for instance today if I am chllenging people, and they don't respond, what happens to the challenge since it is less than 24 hours till the ladder re ranks? Do they just go away or do I accumulate points?

You will still accumulate points, but they will be after ladder rankings come out given no response.

Now if they respond affter the ladder gives the ranks it will go on the next ladder.
